Is it legal to be charged for the removal of garbage from the city loaded on an empty house? The city is bearing the costs of garbage collection for me an empty house I own. In addition, they are in charge me double the amount that residents pay more.
Without knowing what city it is, it is impossible to say. Most cities have a procedure to prove that the house is vacant you subtract the costs of mandatory garbage.

It depends on local legislation. A town can not pass a law requiring the owner of each house to pay for garbage service. They have done is another question. In addition, if your house is vacant a nuisance, and the city adopted a law allowing them to charge you for easing the nuisance, which would also qualify.
