I am attending my brothers wedding and it is a bit wearing. I wanted to know what kind of background do I pair with this. Pants or skirt, the color and if a skirt of length. Thank you for the help.

This is really top busy. Your best bet is to get a nice pair of jeans and a pair of dress shoes that match.
Then, jewelers who get isn't going to hold even more busy ... so that some VERY plain silver earrings ... I do not think I'd go for a necklace at all.
