Navy Shrug

I have a navy blue dress of Abercrombie and Fitch, which falls mid-thigh, and I have to wear something underneath because my legs do not watch much. So I was going to wear leggings cut, but I'm not sure what color to get. My parents are conservative and I cover my shoulders with a cardigan or shrug-what color should I expect that? My shoes are either black or navy blue flats thongs.

I would go with gray leggings and a white waistcoat.
