Oneil Boardshorts

Hello, I bought a pair of ladies Oneil boardshorts and they have something odd in the plastic pouch that resembles a comb, but it doesn't work?
What is it ??????

It is a wax comb to be used with (surf) board wax.

My plastic comb is expensive for the guys surfing and Dudettes. Is to spread the wax on their boards. No seriously do not laugh!
I suppose you know that on surfboards they put wax to increase their influence. it gets very wet when you surf? "
