I want to wear a t-shirt underneath, to be warmer, and also because I like the look of a necklace below. What color shirt will match Burgundy? Is a game Navy blue t-shirt?

I was going to suggest white, but your t-shirt has a sports theme to it. The navy would be the focus, bringing to sportsmanship. Since the t-shirt has white lettering, I think a white shirt would work, but away from the text on the shirt.

try gray or white

Cream, or navy for a conservative look.
Red or orange or purple for something more creative.
