T Shirt Transfers

There is a certain type of sale on ebay designs on t-shirt transfers for $ 5. They are models of such video games as a picture of Resident Evil which is clearly the area minus the word. Is this legal or would it be copyright or something? I was wondering because I once tried to sell those pictured, but it was illegal.
